DC Resident Files Multi‑Agency Grievance After Repeated Failures by Law Enforcement Across DC, Maryland, and Virginia


Washington, DC — A Washington, DC resident and parent of four has filed a formal multi‑agency grievance and request for investigation after repeated failures by law‑enforcement and city/county agencies across the region to take reports, provide follow‑up, or offer basic public‑safety assistance.


The grievance, submitted by Monique King, documents a pattern of unresolved issues involving the Metropolitan Police Department (DC), Montgomery County Police Department (MD), the Loudoun County Sheriff’s Office (VA), and multiple city/county administrative agencies.


Despite numerous attempts to file reports and obtain documentation, King states she encountered:

  • Refusal or failure to take reports
  • Jurisdictional confusion and redirection
  • Lack of follow‑up or case numbers
  • Contradictory explanations from different agencies
  • Administrative barriers that prevented proper documentation


“As a low‑income parent of four, I have made every effort to follow the proper procedures and seek help through the correct channels,” King said. “Instead, I was passed back and forth between jurisdictions, denied the ability to file reports, and left without the documentation or support needed to protect myself ad my children.”


The grievnce packet outlines how these failures have created significant safety concerns, left incidents undocumented, and prevented King from accessing the protections and processes that residents are entitled to under the law.


A Call for Accountability and Coordination

King is requesting:

  • A full internal review by each agency
  • Written clarification of jurisdictional responsibilities
  • Assignment of a point of contact for follow‑up
  • Acceptance and documentation of previously attempted reports
  • A coordinated, multi‑agency response to prevent further administrative barriers

“This is not just about one incident or one agency,” King said. “This is about a systemic breakdown in communication and responsibility across jurisdictions. When agencies refuse to take reports or fail to follow up, families like mine are left without protection and without a path forward.”


A Regional Issue Affecting Vulnerable Residents

The grievance highlights the disproportionate impact on low‑income families, caregivers, and individuals who rely on public agencies for safety and documentation.

King is calling on regional leaders, oversight bodies, and the public to recognize the broader implications of these failures.
